And an admirable goal it is.  In the meantime, you may want to use a list
read by a script that sends the email you want.  Using Mapi vs. CDO is your
choice as either will do what you want.

We want to move toward all of the accounts (Windows, Exchange, voicemail,
etc.) being created at one time by the Human Resources department, upon hire
of the new employee.  We're not there yet, but it's something to work
toward.

You could also do it direct from the script to the Exchange server if your
policy allows it. 
Find plenty of examples of vbscript sending mail on technet script center.

It would likely be more helpful to you though if you talked about how you
provision the accounts.  Once we know that, we might be able to provide more
relevant advice.

If your user creation is scripted, it's easy. I do it with Ex2x and blat.

We're trying to streamline the process of entering new users in domain and
the question was brought up if we could have a email generated when the user
was created that would have the corporate policies and instructions for
setting up voicemail, etc. attached.  Has anyone done anything like this?

Running 5.5SP4 on W2K domain with AD.

The early bird may get the worm, but the second mouse gets the cheese.
