User Configuration, Admin Templates, Look for Control Panel, Start menu and
Task Manager to disallow access to Change Password.

Also, you can set Minimum and Maximum password age to the same at say 1000

WARNING: You should not do this on the default Domain GPO, as it would
affect all users, including any administrator.
