GALmod question

Hi,
   
  Using GALmod can i allow users to update even "Country" & Company" fields 
also (Other fields can be updated without any isues). I know by default it is 
not possible for normal users. But is there any other safe methods to achieve 
this. 
   
  I use exchange 2003 sp1 on windows 2003 sp1.
