Hi Raj

This sounds like a potential caching issue. The offline address book is only updated once every 24 hours and according to an MS article I read some time back a new user can take up to 48 hours to appear for a Outlook 2003 user using caching. See the article ID below:

If you do use caching try creating a new alternative profile for the user without caching and see if he appears on the GAL. Does the user show up in the last logon listing in System Manager?

How long have you waited for the RUS to update before you tried to find the email addy? Did you try a manual update? Are your GC's up and running? Can you connect to them with ldp.exe on port 3268? Anything in the app log on your exchange server?
