I can browse the network from the PDC when ras is enabled but no local users 
can log on or browser the network.

It is almost as if ras is disabling the PDC and therefore all security.

  Have you checked to see if when you turn RAS on its not Disabling the NIC on 
your PDC in order to enable to modem card for RAS?

      Sounds to me like your dns settings are not correct-If you clients are 
having problems logging on-can you confirm that you've made the necessary 
changes to the dns settings or are they as are installed automatically as per 
the install routine.
