I am setting up an account for some one that requires all their emails to be 
forwarded to their gmail account.

It depends on your needs.
 
For what purpose?
a) Receive mail in both the Exchange mailbox and at another Internet address
b) All mail redirected to another Internet address
 
Who is in charge of maintaining this forwarding configuration?
1) The user
2) The Exchange administrator
