This allows a large company to have Exchange Admins that are NOT Domain or Enterprise admins. For a small company this does nothing for you because you'll probably just log in as "Administrator" to install or manage the Exchange organization anyway. I was curious about this myself (I didn't do it, either) so I run a search on Microsoft's site.
