You can just set a rule within Outlook, that's what I always do.

I have a user who wants to send Out Of Office reply's to external users.
I don't think it's possible. I have search and found no information to
support the request.
 
Is it possible to set out of office with group policies with exchange
2003 Server? With Global Settings, Internet Message Formats unchecked
(disabled)?
