Yup, journaling is a built in feature in Exchange that lets you track all of
this.  I think you'll probably want to create a new store and move just that
mailbox to it for this purpose, otherwise you're going to be adding
significantly more overhead than you are looking for.

By the way, I'd want to talk to your company's legal department before
implementing it, to ensure you're not putting yourself into any questionable
spot legally WRT invasion of privacy laws.
