Do you have Wins server in your network? Test need you to test it.
1. Ping by server name and ip address.
Then try to add edit lmhosts file and add the entry of your exchange server and
ip address. Launch the outlook client and see the performance.

Dear Admins,
I am running Exchange Server 5.5 with service pack 4. While the clients
running windows 98, try to connect to the server with OUTLOOK 98 or Outlook
2000, it asks for "RETRIES" for 3-4 times and then takes almost one hour to
open the mailbox. No mailbox is more than 20 MB in size.
