We were talking about two different things. I was referring to sending of
messages and you're talking about the storage.
It's done on the store object and I would suggest using a policy to do this.
I also suggest limiting the mailbox size to 1.5 GB max for performance
reasons. If you need to go beyond that, you may have some other issues that
can be addressed with add-on solutions more effectively.

I set it on the Mailbox store itself and I can't go any higher than 2097151
KB. Does that mean that the entire mailbox is only about 2GB? Or is it for
each user? I want to limit each user to only 6GB of storage. Do I do that on
the mailbox store or each user (Exchange General, Storage Limits tab on the
user's AD object)?

What'd you set it to? Mail size can be limited at many points in the path,
so I'd start with the global settings and work from there to the mailbox
object itself.
