Try initiating a direct connection from your Exchange server via telnet to port 
25  on their smtp server and iniate a test message manually and see what 
happens.

Yeap. I am filtering Exchange on ISA, I can see the DNS being opened and then 
SMTP.. The odd SMTP gets denied.

Is Exchange published on ISA server? Did you check the logs on ISA server?

I am having issues with a client of mine. They are running Exchange 2003 Server 
with ISA 2004 acting as their firewall, they also have the IMF as well, latest 
updates etc. 
 
The issue is when they send emails out to people who they have sent emails to 
in the past before the server was setup it bounces back saying the email has 
been delayed. Then a day or so later it says unable to send the email to that 
person please contact the administrator of their network. 
 
This doesn't tell me if it's the fault of Exchange or the fault of the ISP in 
some way. I have check the SMTP logs and don't see anything that could suggest 
their being a problem, when I connect via OWA and send an email to my various 
accounts I get an email and nothing gets delayed, so I am at a loss as to what 
it could be if it's related to Exchange!?
