I believe Exchange 2003 Enterprise has a 16TB limitation.

Greg,

As far as the documentation says you are correct, standard has a 16gb
limit and the enterprise version is hardware dependant.

I was under the impression that Ex Enterprise version didn't have the 16
GB
limit per database. Am I mistaken?

Infact I'm having the same problem , I started by moving/archiving the
users
emails inbox , deletting  deleted and send items  , then I applied
mailbox
size limits. Also do offline defragmentation of the Database.

This is just a temp solution , the permanent solution would be to
upgrade
your licence to enterprise which will give 20 stores (20 * 16GB).
