Greg,

Exchange 2003 Enterprise, right?  If so, YES you are correct.  Standard
version is good for a max of 16G but not Enterprise.  Can't remember the
actual number (8TB?) or more likely limitations of your hardware storage
capacity.

I was under the impression that Ex Enterprise version didn't have the 16
GB
limit per database. Am I mistaken?

Infact I'm having the same problem , I started by moving/archiving the
users
emails inbox , deletting  deleted and send items  , then I applied
mailbox
size limits. Also do offline defragmentation of the Database.

This is just a temp solution , the permanent solution would be to
upgrade
your licence to enterprise which will give 20 stores (20 * 16GB).
