Exchange Creates System.xxx folder in winnt/profiles

NtServer4.0 running as a BDC with Exchange 5.5
It appears that when exchange starts after a reboot that the following
two things occur.
In the Event Log there is a entry
Event id: 1000
Source Userenv
Type Error
The operating System was unable to load your profile. Please Contact your
Network adminstrator.
Under the Winnt/Profiles directory it sequentially creates a folder called
system.000, system.001, system.002, ........
I am guessing that the system account on the NT server is generating these
messages and I have seen some posts that lay the Blame on exchange.
Has anyone seen this problem and does anyone know the fix.
