First, when you log in to the now demoted server, be sure you're using a) a
domain account, and b) an account that has permissions to access the
Exchange organization. Try logging in with the Exchange service account, and
if that works, check the permissions at the organization, site, and
configuration level to ensure an appropriate user or, preferably, group, has
the appropriate permissions. Do not, as a rule, use the Exchange service
account to log in to any system on a regular basis. If you lock out the
account, you're asking for trouble.
