Hello, Exchange 2007 can migrate users from Exchange 2003 on its own. All that is necessary is to add a new Exchange 2007 server to your existing organization and then use the move mailbox wizard or the Management Shell to move the users to the Exchange 2007 server. In fact you can move them both directions if you decide to roll back. You have to do a clean install of Exchange 2007 anyway. That is you have to run under Windows 2003 x64 so you need separate exchange 2007 box anyway (unless you are planning on shutting down your organization to do the upgrade).
