Questions that spring to mind...

-- The _exact_ same message can be sent to the individuals and get through?
-- It is always the same set of people who have the the trouble?
-- You don't get delivery receipts if you ask for them?
-- Close down the recipients Outlooks and try again with them checking with OWA (to avoid client-side actions)

If the tracking logs say the message was delivered my experience is that it did get there... I've found a Search through the mailbox for that subject is a good dragnet for long forgotten rules or overenthusiastic mice.

If you suspect the tracking logs...
 
-- The DL is flat? not built from nested groups (maybe a global group nested inside a Universal?)
-- Really nothing in the tracking logs? (I've seen situations where messages go into the categoriser and never reappear.)
-- Nothing in the event logs? (unlikely reports of duplicate SMTP addresses? maybe..)

Finally turn off the Frontbridge service and see whether you still get the problem...
