I agree with Mark that this is a policy issue and not a technical one.
You're trying to solve a personnel issue with technology and that rarely
works out well.  

In your case, the effort of enforcing such a policy with Exchange would
be highly complicated and probably defeat the cost savings you're
looking for in terms of the time, effort and expense to deploy such a
solution not to mention the upkeep.

This is going to be very difficult to achieve, all they will do is start
emailing each others Hotmail, Yahoo or whatever free email system they
use.

The first step is to make sure that your users are 101% clear on the
companies policy regarding email usages (you do have a usage policy
don't you!!!), and they also understand the consequences of not
complying with the company policy (i.e. they will be fired).

Users are spending too much time e-mailing each other in the office when
they should be Working thus we want to limit internal e-mails on certain
days if possible.

Hi:
Is it possible to restrict e-mail internally. That is, stop users from
sending mail to users within the GAL on interoffice.  But allow outbound
e-mails to external clietns.
