You need to do an offline defragmentation for your databse.

Use eseutil with switch /d

I deleted most of the unwanted email accounts and make psts for almost
all the employees. In system manager I seen mail boxes with decreased
sizes, but the database files edb and stm files space didn't change and
it remains near to 15GB. I restarted the server also.

Mark, isn't the storage limit also raised in Exchange 2000 Standard with
SP4, provided Exchange 2000 SP4 is still in the works?

The Standard version of Exchange only supports one Storage Group, one
Mailbox Store and one Public Folder store, when you reach the 16Gb limit
you must have your users delete mail and then perform an offline defrag
of the database, I would recommend you look at upgrading to Exchange
2003 and then when SP2 is released you will have a larger store size.
