Julie,
We experienced this problem a year ago. However, no conclusive cause has
been found. When we had the problem the users often get "Requesting data
from Exchange server" dialogue box, and the Outlook really freezes. One
of the things I tried was a cumulative patch that was available for
Outlook XP at that time. After applying the patch some clients reported
seeing an improved performance. However, one fine day we a complete
power outage in out main datacenter and lost power to all devices
including servers, switches, SAN etc. When the power came back and
servers turned on again, everyone one was very happy. Outlook has been
behaving since then. We did not deploy the patch to all users. 
Are you running a cluster ?

We are receiving numerous complaints from users that their email is
terribly slow.   They are reporting slowness in switching from one
message to another, opening messages, sending messages, etc.  

The server does not appear to be running at capacity, users are limited
to 50MB mailbox size.  Server is Exchange 2000 SP3, clients are OL2000
(CW).  I have emptied the badmail directory (only 4500 entries there),
did not make any difference.   Users that report slowness are located
both locally (same bldg as the server) and remotely (across T1).  Server
is holding app 780 mailboxes (4 databases)  plus public store;     Total
Info Store size is approx. 40GB. 

Has anyone else experienced this? Are there any suggestions of what to
try or where to start looking for bottlenecks?
