Move to 2003.  No point in going with Exchange 2000 at this point.

This raises doubts in my mind about upgrading to Exchange 2000. I have an
entirely (eight server, 100 workstation) Win2K system, with AD & DNS running
properly, except I am running Exchange 5.5. It works perfectly well. I have
the software licenses to move forward (?) to Exchange 2K. Is it worth the
move? Or should I wait a few months and upgrade to Exchange 2003? What
advantages are in Exchange 2K that would wow my users and make any
inconveniences (hopefully slight or not at all) worth it?

Have you tried check basic performance items, like partition fragmentation,
disk I/O, memory, CPU, page file, free space, network connections, network
utilization?
