Ex2k3 Enterprise: 2GB limit on mailboxes?

Hi,
In Exchange 2003 Enterprise, is there a 2GB limit on mailboxes? I thought
the limit was 16GB. In Active Directory, user's properties, "Exchange
General", "Storage Limits" I am tryying to set a mailbox size limit to 3GB
and it is telling me I can only set it to 2097151 Kb max.
Is there a way to set a limit higher than 2GB?
