You must have write permissions for the mail boxes to which you want to
import. By default, even the administrator is "Deny-ed" Send As and
Receive As rights to the mailbox store. Check the security tab for the
Mailbox store you want to write to and give yourself "uncheck" the
denied permissions.

Subject: [exchangelist] Error importing pst files to Exchange
Using exmerge, all mailboxes were exported to pst files from an
        5.5 server.
But trying to import to an Exchange 2000 server gives error:
Error opening message store (MSEMS). Verify that the Microsoft
Information Store service is running and that you have the
        permissions to log on. (0x8004011d)
I have verified that IS service is running and I am logged in
        Administrator's account locally.
        Can somebody give advise? TIA
