Hello,

Sure so long as there is access to the Senders Public Key. That would

Subject: [exchangelist] Encrypted Email?

Is it possible to use KMS to enable an internal user to send an external
client (non-AD) encrypted e-mail. In other words can I use my Exchange
account to send an encrypted e-mail to a recipient and provide the
decryption mechanism?
