Email to internal and external without forwarding

The client wants to do this: employees connect to their external accounts,
for example gmail POP3 to check emails sent from the internal Exchange
server and store all internal emails in their mailboxes on the Exchange
server running windows 2003 SBS.  For example, when other LAN users send
me an email to blin@xxxxxxxxx, it stays on both my internal email address
blin@xxxxxxxxxxxxxxx and blin@xxxxxxxxxx

I did these:

1. I created gmail.com SMTP in the Default Recipient Policy and cleared
the box of This Exchange Organization is responsible for all mail delivery
to this address.
2. Created another Recipient Policy named gmail and set it as primary.
3. Applied and updated.
4. In the User menu, go to "Email Addresses" Tab and highlight the
external domain and Set it as Primary and also uncheck the box for
"Automatically update Email addresses based on recipient policy".
5. Restart IIS and Exchange services.

When sending an email to blin@xxxxxxxxx, I can receive the mail
internally. However, the email is never sent to the gmail.

Any suggestions?
