Along the same lines...ensure Internet Connection Firewall isn't enabled
on the NIC.  I've seen it do funky things on a network.

Check the network out.  In order for the new mail notification to
operate,
you have to get a UDP notification (which is generally considered a best
effort attempt to deliver a packet).  Things like firewalls, routers,
network drivers etc are possible interferences (anything in the first 6
layers really).  Find out what he downloaded and installed.  Was it
blackice?  Was it something else?  What'd he change on that machine that
causes it to have this issue.  

I think at this point you've narrowed it down to the machine he uses.  I
think a logical next step is to find out what he changed to inflict the
problem and correct it.

Same thing, even with a new profile...
It's as if it doesn't resolve the server idle, unless he forces it to
touch
the server (IE: Open an email, which resides on the server. Although
this
doesn't work all the time.)
