This is a problem with your auto profile configuration. You need to make
sure you added the Outlook Address Book in the auto profile
configuration mst file. If you want to fix this on users who already
have the profile, go to Tools - Email-Accounts - View or edit address
books and add Outlook Address Book. Restart Outlook, Contacts will
appear as a address book after that.

When we load the machines we use a MST file to auto create a profile on
the workstation. 
When the user logs in and then clicks on New message, they can see the
Global address book but not the Contacts one. 
You can see the contacts if you switch to the folders view but, you can
not email to the Distribution list that you created on the contacts
