Go to Active Directory Users & Computers, bring up "Exchange General" tab
for Group/s, under message restrictions you can set who can send to a group.

  I have a strange requirement with Exchange 2003

  I have single Exchange 2003 organization. I have to create groups like in
it like - Managers, Executives, Secretary, Dept 1, Dept 2 etc.

  I need that users of department should be able to send to its own dept
only and to internet.

  Secretary should be able to send within dept and to managers group and to

  Managers should be able to send to all and to internet.

  I need to implement it ASAP.

  Has anyone tried it?

  Please provide me with all the documentation possible to implement it.
