E2k and E2k3 delivery

Hi

I am testing the migration from E2k to E2k3 by installing E2k3 on another
server  and moving some users.
The two servers are in the same Admin group.
The original E2k server had a SMTP VS that was forwarding internet mail to a
smart use which I will be moving to the new server.
The SMTP VS on the new E2k3 server has not been configured.
After moving a test user to E2k3, this user is able to send internet mail
but is unable to receive internet mail. 
The sender gets the following NDR  message : 
This is an automatically generated Delivery Status Notification.
Unable to deliver message to the following recipients, because the message
was forwarded more than the maximum allowed times. This could indicate a
mail loop.

Do I need to install a SMTP connector? for local delivery.?
