This should be our solution, and this is what I am working on now.  Did not
know if I could give delivery permissions to another 'hidden' DL, but
evidently I can.

You can create a Hidden DL and Put that in the Delivery Restrictions.  Of
course hide and unhide as necessary.
 
As for Groups and DL permissions I am not aware of a way to do this.
 
Here is what we did to solve the issue
 
DL's
City 1
City 2
All Cities
 
City 1 - Senders
City 2 - Senders
All Cities - Senders
 
Delivery REstrictions were as follows
 
City 1 < - "City 1 Senders" and "All Cities - Senders"
City 2 < - "City 2 Senders" and "All Cities - Senders"
All Cities < - "All Cities - Senders"
 
The Sender's list we hid from the address book, unless you have someone as
the owner(Non-Admin) to modify the permissions on the "Senders" DL's (if
that's the case then it would have to be visible)

Do you know of a way to assign permissions to the DL through groups in
UserManager?  This way all you have to do is make one change and it will
affect all of the associated DL's..
 
  I tried creating a mailbox and giving a Global Group permissions to the
mailbox, then assigned the mailbox to have Delivery rights to all of the
DL's, but this did not work.

We have had to give them to all the DL's  I was under the same impression
when I did it also. But after various tests it does require that you give
them permissions on all DL's and because it does not trickle down.

Hello all,
 
   Sending this out one more time as I can not find any 'specific
documentation' on this.
 
   I have a distribution list call 'All Users Americas' and the members
(recipients) of that Distribution List are other Distribution lists (ex.
'All Users Texas' - 'All Users NC' - 'All Users Canada' - 'All Users
Mexico').  My question is, if I give a user permissions to send to 'All User
Americas' under Delivery Restrictions, do I have to give that same person
permissions to all the member DL's or will it over ride those permissions.
 
  Currently I have a user sending to All Users Americas, and their e-mail is
being sent to all the members except 'All Users Mexico' where they are not
given permissions to send under Delivery Restrictions.  I would assume that
giving them permissions to the 'parent' DL will over ride the member DL
permissions.
 
Any info would be great.
