I don't see anything in the queues this morning - it is early before everyone
is getting going.  But my boss who sent the email was trying to connect to
our VPN and having a terrible time - I don't know if this message is related
to his problems with a connection

Hi Vicki,
Normally this happens when your outgoing SMTP server is extremely busy
processing queued up messages and the particular message has been in the
queue for too long. This happened when there are large messages in the queue
or even sometimes due to a bad or slow connection to the Internet. Normally,
when the message has been in the queue for too long, and the SMTP server runs
out of available connections you get this message. However, the SMTP server
will automatically retry the delivery after the pre defined time interval.
But, please check your SMTP gateway queue length to make sure there are no
connectivity issues, or any other problems that causing the server to process
slowly.
