Did you try the following steps?

The operator needs to have certain rights inside of
Exchange, And also needs to have "Account Operator"
rights on the domain, And You need to do some
modification of the users account in the AD.
Here are the permissions:
Exchange MMC -> [Organization] -> Servers -> [SERVER]
Right-Click -> Properties -> Security Tab :
Add the user (or a group you have created in the AD
that you want to use for these rights, I suggest a
group) and copy the same permissions that are listed
for the "Domain Admins" group. These rights will allow
the user to add and modify mailboxes, but (by default)
not view the contents of the mailbox.
