Todd, 
 
What you are seeing is the configuration tab, "Monitoring", for the
server monitor. This screen allows you to state what level of of
criticality a stopped service is to you. In notifications, you can setup
email alerts based on the monitor state you selected; warning or
critical.

I would think the best practice analyzer will find it for you; go to

download it, install it, run it and it will find every possible problem
that your exchange could possibly have.

I have a strange issue with one of my Exchange 2003 servers. Under
status in System Manager it lists the server name with a status of
Critical:Service not running. Clicking on the Default Microsoft Exchange
Services lists all Exchange Services and all are listed with a state of
Running. Reviewing the services from Computer Manager/Services also
shows that all services are running. Services have been restarted and
the entire server has been restarted. Event viewer has no suspicious
events. Mail is flowing as expected. Any ideas why this is showing as
service not running and or how to correct?
