It's not a permissions issue.  When you create a public folder you have to 
specify what it will contain. Choose wrong and you have to start over.
Also, in the client, you need to specify "Show this folder as an email address

I am trying to create a new contacts folder for two users.  I go to exchange 
manager and create it under public folders and give the correct permissions but 
when I drag and drop or create new entries they are not in the Contact form it 
is in the form or a note.  I'm I on the wrong track here?
