right click on the public folder and choose Properties.
 
Switch to the 'Outlook Address Book' tab and tick (on) 'Show this folder as
an e-mail address book'.
 
Now when you click the 'TO' button you can choose this public folder in the
'Show names from the:' drop down box.

I have a contacts folder inside a public folder.  I want to be able to
somehow have this contact folder appear in as a address list and be able to
select it when sending  a new email.
 
I am running exch 5.5 and outlook 2000.
 
Can anybody help me with this?
