Constantly requesting data from Exchange and Messages leaving the outbox takes time

Hello all,

Just wondering if any of you have seen this issue on your exchange server.
lately the priv store has been extremely slow to respond. Steps taken so
far include

1. Defrag of the stores offline
2. Test2 on Article ID : 216076 from Microsoft

A lot of clients are having issues, moving mail from folder to folder etc
and also of messages sitting in their outbox for a few mins before it
sends out. If any of you have any information on how to resolve this issue
I would greatly appriciate you help.
