Clogged Messages Sent at Reboot

On several occassions recently, we have experienced a large number of
outgoing emails that become "clogged" up inside of Exchange Server 2000,
and are not sent until the server is rebooted. I am running Windows 2000
Server. Any ideas as to why this could be?
I am somewhat of an Exchange neophyte, so I appreciate any input you can
provide.
