It's almost certainly permissions.

The permission model that applies to OWA is very different than that
which applies to Outlook. This isn't obvious, but it's true. That's why
there are user attributes like msExchUseOAB and msExchQueryBaseDN.

I have Exchange 2000 Enterprise Server (SP3) running on a Windows 2000
Srvr (SP4), this is not a Domain Controller.

Well, since few weeks ago I'm not able to determine why my clients using
MS Outlook (all versions) are not able to see the GAL, but my clients
using OWA they can be able to see it. Any idea?

I cheked the permissions and I think it's not over that, because the OWA
client it's able to see the GAL.
