I have the same problem, you probably deleted a user account that had explicit
rights on that folder.
You can take a look at this article to get a better inside of the problem
http://support.microsoft.com/default.aspx?scid=KB;en-us;q270905 but it won't
help you because a organizational forms folder isn't visible in the web storage
system!

We have E2K with service pack3.We can't change the permissions of
organiational forms from system manager it gives this error:
"Invalid Window handle
ID No:80040102"
When i look at the permissions there is a problem sid starting with NT
user:S-1-5-21...
