Can the attchment size be restricted for a specific domain

Hi,
I am running exchange 5.5 sp4 on windows nt 4 sp6a. Our company works on
high security data zone. Users are not allowed to send e-mails with more
than 2MB attachment size.
Communication to one of clients, requires that one of the users has to send
e-mails with attachments of 5 MB size. If I increase the limit for this
user, it will be a potential danger.
One way is to allow the user to send e-mails with 5 MB attachment to the
client's domain only and 2 MB to th world.
Is there a way in exchage 5.5.
