Can only send email one way

We have exchange 200 running in two sites.
Both have t1?s to the internet and a vpn runs between the sites. One
domain and two exchange servers. The exchange servers are connected via
routing group connectors
We can send from site B to site A but can?t send from site A to site B
What could be causeing this problem? in the queue window it shows the
connection between A-B as retry and the one from B-A as ready
