Administrator that is giving it rights and start climbing up from there.
Check Delegate Control at the very root of your organization, it's
probably some type of Exchange Administrator.

Exchange seems to have been migrated from Exchange 5.5 to 2003 by
someone else, under all the security tabs on the Exchange server is a
"Account Unknown(S-1-5-21-1844237615-1078145449-1060284298-1148)" which
is inherent thus REMOVE doesn't work. I have also looked through the GPO
to see if I can find the user in question but haven't had any luck find
I tried to click Advanced and remove the inherent option, then clicked
copy, but when I clicked applied after removing the above account I was
told that 27 rights would be changed; so I aborted it. 
I am open to suggestions how I can remove this user without screwing up
the rest of the rights on Exchange. Thanks!
