Can I "send as" a public folder

I have a couple of mail enable public folders that are used by the library
folks. What they want to do is reply to mail sent to that folder as the
folder instead of their username. Is this possible and how can I set it
up. There are 4 librarians responsible for monitoring this list and they
want any replies to peplies and so forth to end up in the folder so that
everyone involve will know what has been done for a specific problem. I
also have another group that use the OWA to view their mail. Is there a
way to do the same for them? These people are contractors and do not log
on to the domain.
