Blocking of External Email

We currently have a distribution list setup on the Internet Mail
Connectors to block the sending and receving of external emails for
certain users. I have now been asked to find a way to keep the block in
place, but allow these same users to be able to send to one particular
external email address. Do you know if this is at all possible?
