it's probably an external dns issue. If you can send mail inside and outside 
but not receive it's usally a dns issue. Check to make sure your dns records 
for mail matches with you ip address.

Checked with those guys and they stated they haven't enabled any port
blocking. So I'm sure it's something on my end. I do notice the event
logs on my DC stating that the exchange server is now out of licenses.
I'm going to troubleshoot this to see how this came about.

Could your ISP have decided to start blocking outgoing SMTP except to
their
server?
