Probably not the best solution to be honest. If you do it this way, you'll break the single instance storage mechanism of Exchange, leading to much larger mailbox sizes than there would have been on the server, thus moving the problem to the file servers or, worse still, the users' local PCs or laptops (backups, anyone?).
