Yes, from the rules wizard you can choose to move (or copy) a specified mail to 
any folder.  Just choose the public folder you want from the Outlook rules 
wizard.

Dear All,

We have exchange 2000 as per my company policy once the person get 
emails from outside/clients they have to manually copy / post msg 
to public folder department wise.

I need help for you whether it can be automoated through rules.
