It could be that they are applying a filter to only show unread messages or
read messages.  Check their filters and see if this is the issue.

I'm facing problem in accessing mail in outlook. Some time when user open
Microsoft outlook, they are unable to all mails in there inbox. e.g. If
there is 10,000 mails in inbox, but in front of them only 200 0r 300. When
they close and reopen Microsoft outlook, all mails in front of there eyes.
This happen again and again. If any one has solution PLZ let me know. I'll
be thankful.
