Passwords are not a feature of Exchange, because Exchange uses Windows NT user
accounts. If your user account is added to the "Account Operators" group in
User Manager then you'll be able to reset passwords for any Domain User. You
will not be able to change the password for any account that is a Domain
Administrator (for somewhat obvious security reasons).
